Much like the Neighborhood watch, C.O.Ps and T.I.Ps schemes it promotes spying on the neighbors. This has very little to do with keeping your houseprices high and lots to do with getting the authorities involved in peoples daily routine. People should avoid rottenneighbour.com and schemes of this sort. Rotten neighbor doesn’t seem worthy of promotion.
